$1 million in pipeline set for Laguna Heights

On April 5, 2023, the City of Port Isabel announced that it had been awarded $1,000,000 in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the US Department of Housing and Urban Development via the Texas General Land Office (GLO). The funds, which will be used for improvement along Pennsylvania Avenue in Laguna Heights, flow from the 2019 flooding disaster which severely impacted Cameron County. GLO announced the award on March 21, 2023.

Under the proposed project, Pennsylvania Avenue will be resurfaced, with the installation of concrete curbs and gutter and underground drainage pipes replacing open bar ditches. The total project area is approximately 1,900 linear feet, running from Lincoln Street to Roy Street.

Pennsylvania Avenue serves as an arterial roadway in the Laguna Heights Community, while the bar ditch located along the North side of Pennsylvania collects stormwater generated on Lincoln, Garfield, Buchanan and Jefferson Streets. Thus, the area of benefit includes residents throughout Laguna Heights, in addition to those living along Pennsylvania. The City of Port Isabel will supplement the $1,000,000 in CDBG-DR funds for this project with a $5,000 local match.
